Lagos State Government towards the much anticipated gradual easing of lockdown which is to take place on 4th May 2020 has issued new guidelines
The Guidelines are for the reopening of markets and shopping malls as part of efforts to curb the spread of the Coronavirus pandemic.
Full Guidelines For May 4th Lockdown in Lagos State
CIVIL SERVANTS
- No civil servant is to resume work
- Only Level 15 staffs can resume from Tuesday
OFFICE HOURS
For corporate organizations and businesses that intend to resume, Oping hours to be adhered to is 9am – 2pm.
MARKETS
- Food markets only to open on Tuesdays, Thursdays and Saturdays
- Other Non Food markets to open on Mondays, Wednesdays and Fridays
- Everyone attending these markets and stores will be mandated to observe precautionary measures such as physical distancing and high levels of personal and respiratory hygiene
- Crowds at shopping malls is now outlawed. Only 60% of a mall’s capacity would be allowed per time. And everyone inside the mall is expected to keep their distance.
BANKS
Banks to open with strict observance of all rules to hygiene and social distancing, ensure that their ATM machines are well sanitized and possibly provide means of transport for their staff
FOOD OUTLETS
Eateries and Restaurants because of the Ramadan, will open from 9am to 7pm, only with Take-away packs and Order, no one must sit and eat.
Food handlers must wear masks and hand gloves in markets, directing that shop owners must provide hand sanitisers and wash hands with soap and running water at all entry points, as well as conduct temperature checks on customers
SEIZED VEHICLES
Those who vehicles were arrested on or before 14th of April, can, from tomorrow go and start collecting their seized vehicles
BUSINESS TO REMAIN SHUT
- All churches and mosques will remain closed.
- Clubs and pubs are not allowed to open shop either.
- Barber shops and hair dressing salons will remain closed.
- Muslims taking part in the Ramadan fast must observe all prayers and meals at home.
- entertainment centres, cinemas, arcades, bars, casinos, day clubs, nightclubs, beaches, pools, gyms, salons, barber shops, spas, and public parks, both private and public in all parts of the state, will remain closed for the next 2 weeks.”
FACE MASKS
Compulsory wearing of face masks, from tomorrow, the distribution to the public begins
Commuters transport to operate between 6am to 7pm, further guidelines will be released to the press.
CURFEW
- Daily curfew will be imposed from 8 pm to 6 am and all movements within the period are out-rightly prohibited.
- people on essential services, which are agro-products, petroleum products, relief materials and food supplies are exempted from the curfew.
TRANSPORTATION
He also urged private companies and manufacturing firms to make adequate provision for the transportation of their essential staff who will be at work.
In an earlier development, the NURTW had set guidelines for transport operators in the state, this was also iterated by the governor.
- commuters must wear masks, wash hands with soap, water and sanitize with alcohol based sanitizers.
- Vehicles, car parks and garages must be sanitized regularly and continuously. This also applies to cabs and ride hailing services.
- The Okada remains banned
- All buses must be loaded at 60% capacity. In practical terms, if seating capacity is 10, only 6 people are allowed in.
- There will be no standing in BRT and LBSL buses.
- Water transportation will be restricted between 6am and 6pm daily.
- Tricycles or Kekes are only allowed to carry 2 passengers per trip in areas where their operations haven’t been restricted.
- Transport operators/companies must have hand washing equipment with running water and soap.
- Social distancing is also required for commuters queuing up to board a bus.
WHISTLE BLOWING
There is going to be strict monitoring, and free toll number will be given to whistle blowers to call in to report defaulters, your identity will not be revealed.
